Summary

Add an unauthenticated photo upload request flow for the Historians page. Public users can submit photos into a pending queue, and officers can review, approve, or reject submissions before anything is published.

Acceptance Criteria

Signed-out users can submit photo upload requests from Historians.
Public submissions are stored separately from published photos.
Officer review can approve requests into the published photo library or reject them.
Public upload endpoints are rate-limited and validate file metadata/server-side object state.
Existing officer photo uploads continue to publish directly.
