Problem

The existing nomination flow lives inside /elections/[slug], alongside voting, results, and admin tooling. It works for active members who already know elections are happening, but it isn't designed to greet a new student who's never engaged with SSE — and it requires an officer to manually create each new Election row at the start of every semester.

Proposal

A dedicated, public-facing /nominate page that:

Requires sign-in (RIT Google) but is otherwise public/discoverable.
Pulls every active primary-officer position from the database (excluding SE_OFFICE and ticket-derived positions like Vice President) for the current open election.
Lets the user nominate themselves with one click, or search any SSE user by name/email and nominate them.
Reads as an onboarding funnel — explainer tiles, role manifest, phase timeline — so a new member visiting for the first time knows what officers do and why nominations matter.
Auto-opens the nomination period when the system has crossed into a new academic term and the previous election was certified — no manual admin click required to kick off each semester.

Out of scope

Self-acceptance / decline flow (already lives at /elections/[slug]/respond/[nominationId]).
Voting UX (already lives at /elections/[slug]/vote).
Admin election creation (still available at /dashboard/elections for any non-default cycle).
