Problem

Recharts renders entirely as JS-generated SVGs. Without JS, all chart areas are completely blank — no data, no labels, no indication anything should be there.

Affected Files

`next/app/(main)/dashboard/mentoring/components/HeadcountDashboard.tsx`
`next/components/amendments/VotePieChart.tsx`

Fix

Add inside each chart wrapper:

Note: these are primarily officer-only tools so user impact is limited.
