## Context The SSE website currently has **zero \`<noscript>\` tags anywhere in the codebase.** When a user browses with JS disabled, they experience silent failures — blank pages, broken nav, non-functional forms — with no explanation. ## Task Add a root-level \`<noscript>\` block in \`next/app/layout.tsx\` (inside \`<body>\`) that displays a visible banner when JS is disabled, e.g.: \`\`\`html <noscript> <div style="background:#fee2e2;color:#991b1b;padding:12px;text-align:center;font-weight:bold;"> JavaScript is disabled.
