Ability to select which attendees to send emails to

Description

When sending an email to a attendees of an event, it automatically selects to sends to all of them and that cannot be changed. This is good as a default but a control modal to designate which of the attendees should receive this email would be better as well. An issue seen with the current one is when people come in late, we'd have to send out another email to everybody if we wanted to send an email to them.

Subtasks

Update the email modal to include a "Choose Recipients" Button
Have the button open a modal for all relevant attendees that are possible recipients
Be able to select all, deselect all, and individually select each attendee with their name and email listed.

Acceptance Criteria

Given I want to send an email to attendees, when I click the email button, then a modal pops up allowing me to see all possible recipients.
Given I want to send an email to attendees, when the modal pops up, I can choose to unselect all recipients, add all recipients or individually select/deselect recipients
